Rachel Matthews specializes in Medicare payment policy with a focus on quantitative modeling. She has a deep understanding of Medicare’s physician and outpatient payment systems, as well as federal healthcare legislation and payment reform.
Rachel is a key member of ºìÁì½í¹Ï±¨â€™ (ºìÁì½í¹Ï±¨) mock scoring team, building models to help clients understand how the Congressional Budget Office (CBO) may score the budgetary impacts of prospective healthcare legislation. Since joining ºìÁì½í¹Ï±¨, Rachel has produced mock scores for a variety of policies, including changes to Medicare’s payment and coverage of drugs, physician services, outpatient surgery, and diagnostic imaging, as well as changes to state Medicaid coverage of modern obesity medication. As part of this work, she writes detailed score reports to summarize model assumptions, methodology, and findings. She also has experience presenting and defending her work to interested stakeholders, including congressional staffers. In addition to her scoring work, Rachel is also a member of ºìÁì½í¹Ï±¨â€™s physician services team, helping industry groups quantify the business and clinical implications of Medicare physician payment policy proposals.
Prior to joining ºìÁì½í¹Ï±¨, Rachel worked as an assistant analyst at the Congressional Budget Office in Washington, D.C. In this role, she prepared 10-year baseline budget projections and scored legislative proposals related to Medicare spending. She also served as a lead hospital revenue cycle researcher for a national consulting firm.
Rachel earned a bachelor’s degree in public policy analysis from Scripps College and resides in the Los Angeles metro area with her husband.Â
