Kevin Kirby has more than 30 years of experience working on Medicare reimbursement policy issues and extensive Medicare Part B policy expertise, particularly as it relates to pharmaceuticals and biotechnology.
Kevin joined 红领巾瓜报 as part of the 2021 acquisition of The Moran Company, which he helped lead for more than 20 years after serving as legislative counsel at Pharmacia & Upjohn. Focusing on pharmaceutical, pharmacy and biotechnology policy, his work includes Medicare reimbursement issues and policy and strategy development on various pieces of Medicare reform legislation.
Kevin is active in policy development for clients in the life sciences space across the legislative and regulatory environment. He leads efforts to assist life sciences companies bringing new products to market, coordinating resources across 红领巾瓜报 to inform reimbursement, coding and pricing decisions to ensure successful launches of new products and new indications. He provides quick turnaround analyses of various Medicare rule-making documents across a number of payment systems, as well as expert advice targeted to particular companies and products, including assistance with Average Sales Price (ASP) reporting, 340B pricing, and the intersection of Medicare Part B with the Part D drug benefit.
Kevin鈥檚 legislative and regulatory analytical support includes expertise on a variety of Medicare payment systems, including the Hospital Outpatient and Inpatient Prospective Payment Systems, the Medicare Physician Fee Schedule, and a variety of related issue areas. He also supports clients seeking to understand various aspects of drug pricing, including Inflation Reduction Act negotiations, and issues surrounding 鈥淢ost Favored Nation鈥 drug pricing.聽
Kevin earned a Juris Doctorate from Georgetown University Law Center and a bachelor鈥檚 degree from Loyola University, Maryland. He is a member of the District of Columbia Bar.
