Doris Bluford Tolliver is a nationally respected human services executive with more than two decades of experience leading systems transformation, workforce strategy, and population level innovation across public agencies, nonprofits, and consulting environments. She is widely recognized for her ability to translate complex challenges into actionable, data‑driven solutions that strengthen outcomes for children, families, and communities. Doris brings deep expertise in workforce strategy, continuous quality improvement, and cross‑system capacity building, supporting jurisdictions in strengthening recruitment and retention, improving organizational culture, and designing sustainable workforce transformation efforts. She is skilled at helping agencies integrate data, community voice, and equity principles into decision‑making, ensuring that solutions are both evidence‑based and human‑centered.

Doris brings a strategic, outcomes-focused, and deeply collaborative approach to her work with clients to achieve measurable improvements in population health and well‑being. Her consulting portfolio spans child welfare, behavioral health, population health, and human services systems, where she has led statewide assessments, organizational redesign efforts, and major reform initiatives such as Family First implementation, mandatory reporting transformation, and equity‑focused systems improvement. Doris is highly experienced in guiding agencies through complex change—facilitating multi‑stakeholder convenings, developing implementation frameworks, and supporting leaders in aligning strategy, operations, and outcomes.

She also has extensive experience providing technical assistance to health plans, public agencies, and community‑based organizations, with a particular focus on integrating social drivers of health and improving outcomes for children and families with complex needs. Her strengths include strategic planning, data‑driven problem exploration, facilitation, policy and practice improvement, and the design of high‑quality written deliverables that translate complexity into actionable guidance.

Before her consulting career, Doris spent more than a decade in public service at the Indiana Department of Child Services, where she held several executive roles including chief of staff and human resources director. She led strategic and daily operations for a 3,000‑person agency, transforming the organizational structure and culture to integrate outcomes, technology, and strategic planning at both the organizational and program levels.

Doris has a Juris Doctor from Indiana University Robert H. McKinney School of Law, a master’s degree in human resources management from Webster University, and a Bachelor of Arts degree in Psychology and Sociology from the University of California, Davis. She also earned an executive certificate in information sharing from Georgetown University’s McCourt School of Public Policy. In addition to her education and certifications, she has served on several nonprofit boards, supporting organizations focused on improving child, youth, and family experiences and long-term success.
